How to Apply for a Police Clearance Certificate

Apply for an Indian Police Clearance Certificate (PCC) via Passport Seva. Documents, appointment steps, and embassy use cases.

By HowDoI India TeamLast updated: 30 August 2026

A Police Clearance Certificate (PCC) from India confirms whether you have an adverse police record for the purpose printed on the certificate. Most people need it for visas, immigration, overseas employment, or OCI-related files. Indian passport holders usually start on Passport Seva, not a random state police PDF site alone.

When to apply

Apply when:

  • The embassy checklist explicitly asks for PCC
  • The certificate must be recent (check validity expectation)
  • You can be present for police verification at your Indian address

IMPORTANT

A PCC is not a visa. It is a supporting police document. Processing can take from about a week to several weeks depending on the police station.

Step 1: Start on Passport Seva

  1. Log in at passportindia.gov.in.
  2. Select the service for Police Clearance Certificate.
  3. Fill personal details carefully (name spelling must match passport).
  4. Mention the country that requested the PCC when the form asks.

Step 2: Pay fee and book appointment

  1. Pay the PCC fee online.
  2. Book PSK / POPSK appointment if required for your case.
  3. Print the application receipt.

Some PCC flows emphasise police verification more than a full PSK grantor interview. Follow the appointment letter you receive.

Step 3: Police verification

  1. Local police may visit or call you to the station.
  2. Produce address proof and passport copies.
  3. Answer questions about stays abroad and criminal cases truthfully.
  4. Track status on Passport Seva with the reference number.

TIP

If you recently moved, use the address where neighbours can confirm your stay. Verification often fails when nobody recognises the applicant at the given address.

Step 4: Download / collect PCC

  1. When approved, download the PCC PDF from the portal if e-PCC is offered, or collect as instructed.
  2. Check that name, passport number, and purpose line are correct.
  3. Submit to the embassy within their freshness window.

Common delays

  • Applicant not reachable on mobile
  • Address mismatch between Aadhaar and form
  • Pending criminal case or unresolved police file (seek legal advice)
  • Peak visa season backlog at the local station

Multiple country requests

If two embassies need PCC, check whether one certificate can be reused or whether each wants a fresh purpose line. Some applicants file two PCC applications close together. Confirm before you pay twice.

Name and address consistency

Police verification fails when the form address is a rented flat nobody recognises, or when your passport spelling differs from the Aadhaar the constable sees. Brief your landlord or society office that verification may happen. Keep copies of rent agreement near the door.

Using PCC with visa files

Attach PCC exactly as the embassy wants: colour scan, apostille if listed, or fresh print in a sealed envelope when required. Some countries want PCC from every country you lived in for a stretch of years. Indian PCC covers Indian records only.

If police verification is delayed beyond your visa slot, email the embassy helpdesk with Passport Seva screenshots and ask whether you can submit proof of application pending. Policies differ; some missions allow a short grace, others do not.

Realistic timelines

Most people lose time waiting on OTP issues, unclear scans, or a portal outage rather than on the core form itself. Build a small buffer into your plans. If a visa, loan, or registration appointment depends on this document, start at least one or two weeks earlier than the brochure minimum.

Keep a folder (phone and laptop) with:

  1. Application / acknowledgment PDF
  2. Fee receipt or UTR
  3. Identity proofs used in the upload
  4. Screenshots of status pages with dates visible

When a helpdesk asks for proof, you should be able to send it in one email without hunting through WhatsApp.

If the portal is down

Official sites in India often slow down on weekday evenings and near due dates. Try early morning, switch browsers, or use a less congested network. Prefer the gov.in domain even when a third-party site claims to be faster. If money was debited without an acknowledgment, wait for the stated reconciliation window and contact the listed support channel with the bank reference before you pay again.

After you finish

Update every dependent record that still shows old data: DigiLocker, employer HRMS, bank KYC, insurer, and any travel profile. A finished application that never propagates to the places you actually use will feel unfinished the next time you need it in a hurry.
