BBPS (Bharat Bill Payment System), now marketed as Bharat Connect, is the RBI-backed way to pay recurring bills from almost any bank or UPI app. You do not open a special BBPS website account. You open the app you already use, pick Bill Payment / Bharat Connect, choose the biller, fetch the amount, and pay.

This guide covers the common flow, how to find your consumer ID, and what to do when a payment fails or a bill never updates.

What BBPS is good for

You can usually pay:

  • Electricity and water
  • Piped gas and LPG cylinder bookings (where listed)
  • Mobile postpaid, broadband, DTH
  • Loan EMIs, insurance premiums, education fees (biller-dependent)
  • FASTag and other listed categories

Coverage depends on whether your specific biller sits on the platform. If your local board is missing, use that board's own website or app instead.

Official overview: bharat-connect.com and MeitY's note on Bharat Bill Payment System.

Before you pay

  1. Keep the consumer / customer / CA / service number printed on the last bill.
  2. Note the exact biller name (for example MSEDCL, BSES Rajdhani, not just "Delhi electricity").
  3. Prefer the same mobile number that gets SMS from the utility so OTP and receipts land in one place.
  4. Screenshot the unpaid amount on the utility app if you have it, so you can compare after BBPS fetch.

WARNING

Fake "BBPS agent" WhatsApp links are common near due dates. Pay only inside your bank or UPI app, or on the utility's gov.in / known corporate domain. Never share OTP or full card details on chat.

Step 1: Open a BBPS-enabled channel

  1. Open your bank mobile app, internet banking, or a major UPI app.
  2. Find Bill payments, Bharat BillPay, Bharat Connect, or BBPS.
  3. If you use a physical outlet (bank branch or agent), ask for Bharat Connect / BBPS payment and keep the printed receipt.

You do not need a second registration beyond the bank or UPI account you already have.

Step 2: Choose category and biller

  1. Select the category (Electricity, Water, Gas, Mobile Postpaid, and so on).
  2. Pick your state or city filter if the app shows one.
  3. Select the exact distribution company or operator from the list.

Similar names confuse people. Paying "BSES Yamuna" when your meter is on BSES Rajdhani will either fail fetch or credit the wrong account after a wrong ID matches by chance. Match the biller printed on your bill letterhead.

Step 3: Enter consumer ID and fetch the bill

  1. Type the consumer number exactly as on the bill (no spaces unless the form asks for them).
  2. Add extra fields if asked (mobile, billing unit, subdivision).
  3. Tap Fetch bill / Get bill details.
  4. Compare name, address short form, due date, and amount with your paper or PDF bill.

TIP

If fetch returns zero due but you know a bill is pending, wait a few hours after bill generation, or pay on the utility portal. BBPS sometimes lags overnight after bill posting.

Step 4: Pay and save the BBPS reference

  1. Choose UPI, net banking, debit card, or another mode the app offers.
  2. Complete the payment.
  3. Save the BBPS / Bharat Connect transaction ID and the bank UTR if shown.
  4. Watch for SMS from both the app and the utility.

A successful BBPS payment should give you a clear confirmation screen. Screenshot it before you close the app.

Step 5: If the biller still shows unpaid

  1. Wait up to 24-48 hours for credit in peak periods.
  2. Log in to the utility app with the same consumer number and refresh dues.
  3. Raise an in-app BBPS complaint if your bank offers one, using the BBPS reference.
  4. Call the utility with consumer number + BBPS ID if the due date is tomorrow and status is still open.

Do not pay a second time until you confirm the first payment failed. Double payment usually refunds slowly and ties up cash.

Common mistakes

  • Typing an old temporary connection number after a permanent number was issued
  • Using a neighbour's biller because the app sorted alphabetically near your colony name
  • Paying only part amount when the biller only accepts full fetch (rules vary)
  • Ignoring late-fee lines that appear after due date on the next fetch
  • Sharing the BBPS receipt image in public groups with your full consumer ID visible

Electricity tip

For state-specific walkthroughs with portal links, use:

Those pages cover utility portals first, then BBPS as a backup channel.

Mobile postpaid and broadband

Postpaid mobile fetch usually needs the registered mobile number. Broadband may need an account ID from the invoice, not the Wi-Fi name. If fetch fails, open the operator app and copy the billing account field character by character.

Complaints and refunds

  1. Start with the payment app's BBPS / Bharat Connect help using the reference number.
  2. If the bank confirms success but the biller disagrees, escalate to the biller with both references.
  3. Keep calendar reminders for the due date while the dispute runs so you are not disconnected for a stuck reconciliation.

NPCI and NBBL run the rails. Day-to-day support still sits with your bank app and the biller.

When to skip BBPS

Use the utility's own portal when:

  • You need to pay a security deposit or non-bill charge BBPS does not list
  • You must upload a reading or dispute units before paying
  • Fetch repeatedly fails for a newly migrated account

BBPS is fastest for a clean, already-generated bill. It is not a replacement for every utility back-office task.

Frequently asked questions

Is BBPS the same as UPI?
No. BBPS (now branded Bharat Connect) is the bill-payment rail. UPI is one payment mode you can use inside a BBPS flow. You can also pay with net banking, cards, or wallets depending on the app.
Do I need a separate BBPS account?
No. Use your bank app, UPI app, or a BBPS-enabled website. There is no standalone consumer login on a single national BBPS site for every bill.
How do I know the payment reached the biller?
Successful BBPS payments show a Bharat Connect / BBPS reference and often a B-assured style confirmation. Save the receipt. The biller usually updates within minutes to a day.
What if the amount fetched is wrong?
Do not pay a wrong amount. Double-check the consumer ID and biller name. If the fetch looks wrong, pay on the utility's own portal or call the biller before paying via BBPS.
