How to Apply for a Permanent Driving License Online

Apply for a permanent driving license on Sarathi after your Learning License. Book the test, upload documents, and track status.

After you hold a valid Learning License (LL) for at least 30 days, you can apply for a permanent Driving License (DL) on the same Sarathi Parivahan portal. The permanent DL needs a practical driving test. This guide covers documents, slot booking, the test day, and how to download your e-DL once it is issued.

Who can apply

You need:

  • A valid Learning License for the same vehicle class (MCWG, LMV, and so on)
  • At least 30 days completed from the LL issue date
  • LL still within its 6-month validity
  • Age eligibility for that vehicle class (same rules as for the LL)

IMPORTANT

If your LL has expired, you cannot convert it. Apply for a fresh Learning License, wait 30 days again, then apply for the permanent DL.

Documents to keep ready

Step 1: Open Sarathi and select your state

  1. Go to the Sarathi Parivahan portal.
  2. Select your State from the drop-down.
  3. Choose Apply for Driving License (wording may be "New Driving License" or similar).
  1. Prefer Aadhaar authentication so personal details match UIDAI records.
  2. Enter your LL number or search by application number when prompted.
  3. Confirm vehicle class(es). You can only take the test for classes already on your LL.

TIP

Apply for all classes you want in one go if your LL already covers them. Adding a new class later often means a fresh LL for that class.

Step 3: Fill Form and choose RTO

  1. Confirm blood group, contact number, and email.
  2. Select the RTO that covers your PIN code. Wrong RTO selection is a common rejection reason.
  3. Upload any missing scans (photo, signature, medical form).
  4. Submit the application draft and note the application number.

Step 4: Pay fees and book the test slot

Fees differ by state, but you typically pay:

ComponentTypical range
DL application / smart cardAbout Rs 200-500 depending on state and classes
Driving test feeAbout Rs 50-300 per class
Service / convenience feePortal or bank charges if any

After payment:

  1. Open Slot Booking / Driving Test Appointment.
  2. Pick an available date and time at the RTO or AAETF (automated testing track) if your city has one.
  3. Save the acknowledgement PDF and SMS.

Slots fill early in metro RTOs. Check early morning for new openings.

Step 5: What happens on test day

Arrive 15-30 minutes early with:

  • Original LL (or clear DigiLocker display plus ID)
  • Application acknowledgement
  • Vehicle that matches the class you are testing (or the centre's vehicle if they provide one)
  • Valid insurance and PUC if you bring your own vehicle

The examiner checks basic control: starting, gear changes, indicators, parking, reverse, and traffic sense. Automated tracks may score cone drills and sensor checks separately.

IMPORTANT

Do not argue with the examiner on the track. If you fail, note the reason shown on the portal, practice that skill, and rebook.

Step 6: After you pass

  1. Status moves to approved / DL under print on Sarathi.
  2. Download the e-Driving License PDF from the portal when available.
  3. Pull the same document into DigiLocker.
  4. Physical smart card is usually dispatched by post or available for collection as per your state's process. Track with the application number.

Typical issue time after a pass is a few working days to a couple of weeks, depending on card printing backlog.

Common mistakes

  • Booking a slot before completing 30 days from LL issue
  • Bringing a vehicle of the wrong class
  • Name or DOB mismatch between Aadhaar and LL
  • Missing Form 1A when your age or state requires a medical certificate
  • Ignoring SMS about document resubmission

Troubleshooting

Slot not available: Try neighbouring RTO only if your address still maps there. Otherwise refresh early on weekdays.

Application stuck at "Pending for Approval": Wait 2-3 working days. Then visit the RTO facilitation counter with your application number.

Test marked fail by mistake: Raise a grievance on the Parivahan helpdesk or at the RTO with your appointment slip and any track printout.

Frequently asked questions

How long after LL can I apply for a permanent DL?
You must wait at least 30 days from the Learning License issue date. Apply before the LL expires at 6 months.
Do I need to visit the RTO for a permanent DL?
Yes. Unlike the Learning License online test, the permanent DL needs a physical driving test at the RTO or an authorised testing centre.
What if I fail the driving test?
You can rebook after the waiting period your state shows (often a few days). You usually pay the test fee again for each attempt.
Can I get the DL in DigiLocker?
Yes. After issue, fetch the e-DL in DigiLocker under Transport / Driving Licence. Carry the physical card when asked by police.
