If you own residential or commercial real estate in Mumbai, paying your Brihanmumbai Municipal Corporation (BMC, officially known as MCGM) property tax on time is an annual necessity. The BMC has fully digitized its tax collection, meaning you no longer have to stand in long queues at the ward office holding a demand draft.
This step-by-step guide walks you through finding your property account details, understanding how your bill is calculated under the Capital Value System, claiming rebates, and making your payment securely online.
Understanding the Capital Value System (CVS)
Unlike some cities that use an area-based flat rate, Mumbai calculates property tax using the Capital Value System. This means your tax is a percentage of the estimated market value of your property.
The BMC calculates your property's capital value using this formula: Capital Value = Carpet Area × Ready Reckoner Rate × User Category × Building Age Factor × Floor Factor
| Factor | What It Means |
|---|---|
| Ready Reckoner Rate | The official government-determined minimum rate for real estate transactions in your specific locality. This is the biggest factor in your bill. |
| User Category | Commercial properties (shops, offices) are taxed at a much higher percentage than residential flats. |
| Building Age | Older buildings get a depreciation discount. A 30-year-old building pays less tax than a brand-new tower in the same area. |
| Floor Factor | In CVS, higher floors often have a higher valuation multiplier than lower floors. |
Your final bill will show the base tax, state education cess, employment guarantee cess, tree authority tax, and a few other minor municipal levies bundled together.
Step 1: Open the official BMC/MCGM portal
To get started, you must visit the official municipal website.
- Navigate to portal.mcgm.gov.in.
- Look for the For Citizens dropdown menu at the top.
- Click on Online Services and then select Property Tax.
You will be redirected to the dedicated CVS Citizen Portal.
WARNING
Do not use search engines to find the payment link, as there are many phishing sites designed to look like the BMC portal. Always type the URL or go through the official mcgm.gov.in homepage.
Step 2: Fetch your property details
On the payment page, you will be asked to enter your Property Account Number. This is a unique 15-digit code assigned to your specific flat or plot.
How to find your Account Number:
- Look at the top right corner of any previous physical property tax bill.
- Check previous digital payment receipts.
- If you are a new owner or have misplaced your bills, click the Search button on the portal. You can find your account number by selecting your Ward (for example, H/West for Bandra West) and entering your building name or the registered owner's name.
Enter the 15-digit number, complete the CAPTCHA, and click Login.
Step 3: Review dues and calculate rebates
Once logged in, the dashboard will display your property details. Review the breakdown of your outstanding tax carefully. The bill will clearly separate the base tax for the current half-year/full-year and any pending interest arrears from previous years.
The Early Bird Rebate: The BMC incentivizes prompt payments. If you pay the entire annual tax amount before the specified early-bird cut-off date (usually in June or July), you receive a rebate ranging from 2% to 4% of the total bill. Look for the "Rebate/Discount" line item on your digital dashboard before proceeding to payment. If you pay in half-yearly installments, you lose this rebate.
Step 4: Make the payment
- Select the checkboxes next to the bills you want to pay (current year and any arrears).
- Click the Make Payment button at the bottom of the screen.
- The portal will redirect you to the payment gateway selection page. You can choose from SBIePay or BillDesk. Both gateways support the same payment methods.
- Complete the transaction using NetBanking, UPI, or Credit/Debit Cards.
NOTE
If you use a Credit Card, the payment gateway will add a convenience fee (usually 0.8% to 1%). Payment via UPI or RuPay debit cards usually incurs zero convenience fee.
Step 5: Download and store your receipt
After the transaction is successful, wait for the page to redirect back to the BMC portal. The system will generate a formal payment receipt with a transaction ID.
You must download this PDF and save a backup copy.
- Your housing society committee will likely ask for a copy of this receipt for their records.
- It acts as primary proof of ownership during property disputes.
- It is a mandatory document if you ever decide to sell the property or apply for a mortgage loan.
If you forget to download it immediately, you can log back in later with your Account Number, go to the Receipts tab, and download historical receipts for the past 5 years.
Common Mistakes
- Paying through third-party apps: While apps like Paytm or PhonePe offer property tax payments, they often take 3-5 working days to settle the funds with BMC. If you pay on the last due date via an app, BMC may register the payment as late and apply the 2% penalty. Always use the official portal for instant settlement.
- Ignoring arrears: If your dashboard shows arrears from previous years, you must pay them first. The portal's system applies payments to the oldest outstanding dues first. You cannot choose to pay the current year's bill while ignoring past arrears.
- Assuming the society pays it: In some older co-operative housing societies, the property tax is billed to the society, which collects it via maintenance bills. In newer buildings, flats are assessed individually. Confirm your building's billing structure with your society secretary before paying.
Troubleshooting
Payment failed but money was deducted from my account: Do not make a second payment immediately. Wait 48 hours. Failed transactions on the BMC gateway are usually auto-reversed by your bank within 2-3 business days. If the receipt does not generate after 48 hours and the money is not refunded, raise a complaint at your local ward office's Assessment and Collection department with your bank statement.
My carpet area shown on the portal is incorrect: The CVS system heavily relies on accurate area measurements. If the portal shows a larger area than your actual flat, you are overpaying tax. You must file a written grievance with the Assistant Assessor and Collector at your ward office, attaching your registered sale deed and an architect's certificate proving the correct carpet area.
The portal says "Invalid Property Account Number": Double-check the 15-digit number. Ensure you have not accidentally typed a letter 'O' instead of a zero '0'. If it still fails, the BMC database might be undergoing maintenance. Try again after a few hours.
