Paying your property tax in Delhi has become significantly easier since the government consolidated the three municipal corporations (North, South, and East) into a single entity: the Municipal Corporation of Delhi (MCD) in 2022. You no longer need to figure out which jurisdiction you fall under before making a payment.
This guide explains how to find your unique property identifier, understand how your tax is calculated using the Unit Area Value system, claim available rebates, and complete your payment online.
Understanding Your Property Tax
Before paying, it helps to understand how the MCD calculates your tax. Delhi uses the Unit Area Value (UAV) system, which works as follows:
| Factor | What It Means |
|---|---|
| Unit Area Value | A per-square-meter rate assigned to your colony category (A through H). Category A (posh colonies like Golf Links) has the highest rate, while Category H has the lowest. |
| Covered Area | The total built-up area of your property in square meters, including all floors. |
| Age Factor | Older buildings get a depreciation benefit (the older the building, the lower the multiplier). |
| Use Factor | Residential properties pay less than commercial ones. A shop pays a higher rate than a house of the same size. |
| Occupancy Factor | Self-occupied properties get a lower rate than rented-out properties. |
Your annual property tax is calculated as: Unit Area Value x Covered Area x Age Factor x Use Factor x Occupancy Factor
The portal calculates this automatically. Your job is to verify that the property details (area, use type, age) are correct.
Available Rebates and Exemptions
| Rebate | Amount | Condition |
|---|---|---|
| Early-bird rebate | 15% of total tax | Pay the entire year's tax in one lump sum before June 30th |
| Senior citizen rebate | 30% | Owner is aged 60+ and self-occupies the residential property |
| Women owner rebate | 30% | Property is owned by a woman and she self-occupies it |
| Ex-servicemen rebate | 30% | Owner is a retired armed forces personnel |
TIP
The 15% early-bird rebate stacks with other rebates. If you are a senior citizen paying before June 30th, you effectively get a 30% + 15% = 45% reduction in your property tax.
Step 1: Open the official MCD property tax portal
Go to the official MCD Online Portal and select the "Property Tax" option from the main menu.
You will be prompted to log in using your registered mobile number. If you have not registered on the new unified portal before, you will need to complete a quick sign-up process using your name, mobile number, email, and Aadhaar number.
Step 2: Enter your property identifiers
Once logged in, you need to locate your specific property in the MCD database. You will need your Unique Property Identification Code (UPIC), a 15-digit alphanumeric code.
Where to find your UPIC:
- On any previous property tax payment receipt or demand notice
- On the property assessment notice from MCD
- On the sticker that MCD survey teams paste on property gates during door-to-door surveys
If you cannot find your UPIC, the portal offers an Advanced Search feature where you can locate your property using your zone number, ward number, colony name, and owner name. This may take a few attempts to get right, since the colony name must match the MCD database spelling exactly.
WARNING
If your property has never been registered with MCD (common for very old properties or unauthorized constructions), you will not find it in the database. In this case, you must first file a Self-Assessment Return on the portal to get your property registered and a UPIC assigned.
Step 3: Verify and calculate your tax
The portal will automatically load your property details, including:
- Owner name(s)
- Built-up area (in square meters)
- Colony category (A through H)
- Age of the building
- Calculated tax amount for the current financial year
- Any arrears from previous years
Check these details carefully. If you have added a new floor, converted a residential property to commercial use, or expanded your covered area since your last payment, you must update the property details before paying. Paying on incorrect details can result in a reassessment notice with back-dated penalties.
If the calculated amount seems incorrect, click on the Recalculate or File Return option to update your property details. You will need to enter the correct covered area, usage type, and year of construction.
Step 4: Pay and download your receipt
Click on the Pay Tax button. The portal accepts multiple payment methods:
- UPI (Google Pay, PhonePe, Paytm)
- Credit/Debit cards (Indian bank cards only)
- Net Banking (all major banks)
IMPORTANT
If you are paying arrears for multiple previous years, the portal may split the payment into separate transactions for each financial year. Complete all transactions in one session to avoid partial payment issues.
Once payment is successful, the portal will generate a PDF receipt. Download and save this receipt immediately. It serves as your official proof of payment and will be required if you ever sell the property, apply for a loan against it, or need to obtain a No Dues Certificate.
Step 5: Generate a No Dues Certificate (NDC)
After clearing all current and previous year dues, you can generate a No Dues Certificate (NDC) directly from the MCD portal dashboard. This certificate is legally required during property sales to prove there are no pending municipal liabilities. Without an NDC, a property sale cannot be registered at the Sub-Registrar's office.
Go to the "Downloads" or "Certificates" section of your property dashboard and click on Generate NDC. It is available instantly if all dues are clear.
Common Mistakes
- Paying on the wrong UPIC: If you own multiple properties, double-check that you are paying for the correct one. Payments made to the wrong UPIC cannot be easily reversed.
- Not accounting for additions: If you added a floor or room and did not update your property return, MCD can issue a reassessment notice with a penalty of 1% per month on the underpaid amount going back to the date of construction.
- Missing the early-bird deadline: The 15% rebate is only available if you pay before June 30th. Paying on July 1st means you lose the entire rebate.
- Not saving the receipt: The MCD portal sometimes goes offline or undergoes maintenance. If you lose your receipt and the portal is down, you have no proof of payment. Always save the PDF locally.
Troubleshooting
The portal says "property not found" even though I entered the UPIC correctly: Try the Advanced Search option using your zone, ward, colony, and owner name. If your property still does not appear, it may not be registered in the MCD database. Visit your local MCD ward office with your property documents to get it registered.
Payment failed but money was deducted from my account: Wait 24-48 hours. Failed transactions on government portals are usually auto-refunded within 2-3 business days. If the refund does not arrive, raise a complaint on the MCD portal with the transaction reference number and your bank statement showing the deduction.
The calculated tax seems too high: Check if the property details are correct, especially the covered area and colony category. Sometimes, MCD records show a higher covered area than actual. You can file a grievance at the local MCD Assessment Office with your building plan to get the area corrected.
I paid for the wrong financial year: Contact MCD's property tax helpline or visit the ward office. Adjustments between financial years are possible but require a manual process.
