When you take a vehicle loan, the bank places a hypothecation endorsement on your vehicle's Registration Certificate (RC). This means the bank is listed as the lien holder on the RC. After you close the loan, you need to formally remove this endorsement so the RC shows you as the sole owner without any bank claim.
This is not just a formality. If you want to sell the vehicle, transfer ownership, or even renew your RC in some states, the hypothecation must be removed first.

Step 1: Close the loan and collect NOC from the bank
After you pay your last EMI or prepay the loan:
- Contact your bank and request a Loan Closure Certificate and NOC (No Objection Certificate).
- Ask for two copies of Form 35 - this is the RTO-specific form for hypothecation termination. Both copies must be signed and stamped by the bank's authorized signatory.
- Some banks provide these documents automatically within 7-15 days of loan closure. Others require you to visit the branch and request them.
WARNING
NOC Validity: The bank NOC is usually valid for only 90 days from the date of issue. You must apply for the RC update within this period. If you miss this window, you will have to request a fresh NOC from the bank, which can take another 1-2 weeks.
TIP
When collecting the NOC, verify that the vehicle registration number, chassis number, and engine number on the NOC match your RC exactly. Even a small discrepancy (like a missing zero) can cause the RTO to reject the application.
Step 2: Apply on Parivahan
- Open parivahan.gov.in.
- Click on Online Services and select your state's vehicle services.
- Select Hypothecation Termination / Cancellation from the list of services.
- Enter your vehicle registration number and authenticate (usually with your mobile number and OTP).
- Fill in the required details including the NOC date, bank name, and loan account number.
- Upload scanned copies of the NOC, Form 35, and other required documents.
Step 3: Pay the fee
Fees vary by state and vehicle type:
| Vehicle Type | Typical Fee Range |
|---|---|
| Two-wheeler | Rs 150 - Rs 300 |
| Car / SUV | Rs 300 - Rs 500 |
| Commercial vehicle | Rs 500 - Rs 1,000 |
Payment can be made online via net banking, UPI, or debit/credit card. Note the transaction reference number.
NOTE
Some states charge a separate "smart card fee" if you want a physical updated RC card. The e-RC update is usually cheaper.
Step 4: RTO processing
After submitting the application:
- In states with fully online processes, the RTO officer reviews your documents digitally. No physical visit is needed.
- In other states, you may receive an appointment date to visit the RTO with original documents for verification.
- If the RTO needs biometric verification, you will need to visit in person.
Processing time: 15 to 30 days after submission.
Step 5: Collect updated RC
Once processed:
- e-RC: Download the updated e-RC from the Parivahan portal or the mParivahan app. The hypothecation endorsement will be removed.
- Physical smart card: If you opted for a new physical RC, wait for it to arrive by post (typically 30-45 days) or collect it from the RTO as instructed.
TIP
Once you get your updated RC, send a copy to your motor insurance provider so they can remove the bank's name from your insurance policy document. This is important if you ever need to make a claim.
Common Problems
| Problem | Solution |
|---|---|
| Bank refusing to give NOC | File a complaint with the Banking Ombudsman (RBI). The bank is legally obligated to issue NOC after full loan repayment. |
| NOC expired (older than 90 days) | Request a fresh NOC from the bank. Some banks charge a nominal fee for re-issuing. |
| RTO rejected application | Check the rejection reason. Common reasons include: document mismatch, unclear scans, or expired NOC. Re-submit after fixing the issue. |
| Vehicle registered in a different state than where I live | You may need to apply at the RTO where the vehicle is registered, not your current city. Some states allow inter-state applications via Parivahan. |
| Form 35 not signed by authorized signatory | The bank must provide Form 35 signed by their authorized signatory (branch manager or loan department head). A regular bank staff signature is not accepted. |
After Hypothecation Removal
Once the hypothecation is removed from your RC:
- Update your insurance: Inform your insurer so the bank is no longer listed as the beneficiary on your motor insurance.
- Keep documents safe: Store the loan closure certificate and NOC permanently. You may need them for future reference.
- Vehicle sale: If you plan to sell the vehicle, the RC now shows clear ownership, making the transfer process smoother.
