How to Transfer Vehicle RC Online

Transfer vehicle ownership on Vahan / Parivahan after a sale. Buyer and seller steps, documents, fees, and NOC tips.

By HowDoI India TeamLast updated: 30 August 2026

When you buy or sell a used vehicle, the Registration Certificate (RC) must move to the new owner's name on the Vahan system. Until transfer is done, challans and legal liability can still sit with the old registered owner. This walkthrough covers a typical same-state transfer on Parivahan / Vahan.

Before you start

Agree in writing on sale price, delivery date, and who pays RTO fees. Hand over:

  • Original RC
  • Valid insurance policy (buyer should get it transferred to their name with the insurer)
  • PUC certificate
  • Duplicate keys
  • Signed Form 29 (seller notice of transfer) and Form 30 (application for transfer) where physical forms are still used
  • Chassis pencil print / photos if your RTO asks

IMPORTANT

Seller: keep a copy of the sale agreement and Form 29 acknowledgement. Until Vahan shows the buyer as owner, you remain the registered owner on paper.

Documents checklist

Documents for RC ownership transfer

0 of 7 ready · saved on this device only

Step 1: Open Vahan / Parivahan services

  1. Go to vahan.parivahan.gov.in or the citizen services entry on Parivahan.
  2. Select your state and RTO.
  3. Look for Transfer of Ownership / Application for Transfer.

Some states also expose the same service inside state transport apps. Prefer the official gov.in domain.

Step 2: Enter vehicle details

  1. Enter registration number (format: KA01AB1234 style).
  2. Enter chassis number last 5 digits or as prompted for OTP validation.
  3. Authenticate seller and buyer mobile numbers with OTP when asked.

Step 3: Upload forms and ID proofs

Upload clear scans:

  1. Signed Form 29 / 30 or the portal's digital equivalent
  2. Buyer address proof
  3. Insurance and PUC
  4. Sale deed or delivery note
  5. Bank NOC if HPA is present

TIP

If hypothecation still shows on the RC, finish hypothecation removal first. Transfer applications with active HPA are routinely rejected.

Step 4: Pay fees

Fees include transfer fee, smart card fee if a new card is printed, and any late fee. Pay online and save the receipt. Note the application / transaction number for tracking.

Step 5: RTO verification and new RC

  1. Some RTOs approve fully online. Others call buyer or seller for physical verification of the vehicle or documents.
  2. After approval, download the updated e-RC from DigiLocker or Vahan.
  3. Physical RC card, if issued, is couriered or collected as per state practice.

Interstate transfers

  1. Seller applies for NOC from the current RTO.
  2. After NOC is issued, buyer applies for re-assignment / new registration in the destination state.
  3. Tax differences and road tax balance rules apply. Check the destination transport site before paying.

Common mistakes

  • Transferring insurance late, so claim risk sits in a grey zone after sale
  • Mismatch between Aadhaar address and the address entered for the new RC
  • Seller not confirming that Vahan ownership actually changed
  • Ignoring pending e-challans that block online services

Timeline and fees you should budget

Same-state transfers often finish in about 1-4 weeks if documents are clean and the RTO does not call for physical inspection. Interstate moves take longer because of the NOC step and fresh tax assessment in the buyer's state.

Budget for:

  1. Transfer of ownership fee and smart card fee
  2. Hypothecation termination charges if the bank is still listed
  3. Late fee if you crossed the expected post-sale window
  4. Insurance endorsement fee (insurer side)

Ask the RTO calculator or Vahan fee preview before you pay agents who quote round figures without a receipt.

Buyer and seller checklist after approval

Seller should confirm the online RC no longer shows their name, then store the sale agreement for at least a few years. Buyer should update FASTag, pollution certificate records, and parking tags with the new ownership details. If a challan arrives for a date after the sale agreement but before Vahan approval, both parties should keep the agreement ready to show the timeline.

Realistic timelines

Most people lose time waiting on OTP issues, unclear scans, or a portal outage rather than on the core form itself. Build a small buffer into your plans. If a visa, loan, or registration appointment depends on this document, start at least one or two weeks earlier than the brochure minimum.

Keep a folder (phone and laptop) with:

  1. Application / acknowledgment PDF
  2. Fee receipt or UTR
  3. Identity proofs used in the upload
  4. Screenshots of status pages with dates visible

When a helpdesk asks for proof, you should be able to send it in one email without hunting through WhatsApp.

If the portal is down

Official sites in India often slow down on weekday evenings and near due dates. Try early morning, switch browsers, or use a less congested network. Prefer the gov.in domain even when a third-party site claims to be faster. If money was debited without an acknowledgment, wait for the stated reconciliation window and contact the listed support channel with the bank reference before you pay again.

After you finish

Update every dependent record that still shows old data: DigiLocker, employer HRMS, bank KYC, insurer, and any travel profile. A finished application that never propagates to the places you actually use will feel unfinished the next time you need it in a hurry.

Frequently asked questions

Who starts the RC transfer: buyer or seller?
Usually the seller generates a transfer request or hands over signed Form 29/30. The buyer completes payment and uploads documents on Vahan. Exact screens differ by state.
How soon must RC be transferred after sale?
Motor Vehicles rules expect transfer within a limited period after sale (commonly treated as about 30 days in practice). Delays can mean extra fees or challan risk for the registered owner.
Is hypothecation removal needed first?
If a bank loan is active, get NOC / hypothecation termination from the financier before or as part of the transfer flow. Vahan will block transfer while HPA is active.
Do I need an NOC for interstate transfer?
Yes. For sale across states, obtain an NOC from the original RTO, then register transfer in the buyer's state as required.
