DigiLocker is the government's digital document wallet where you can store and access official documents like driving licences, vehicle RCs, academic certificates, insurance policies, and property documents. Signing up requires Aadhaar-based verification to prove your identity. If this verification fails, you are completely locked out.
This is one of the most frustrating errors because DigiLocker gives very vague error messages. The actual cause could be a wrong mobile number, a name mismatch, a server timeout, or even using the wrong app. Here is a systematic guide to diagnose and fix the specific issue you are hitting.

Common Reasons for Verification Failure
| Reason | How to Identify | Difficulty to Fix |
|---|---|---|
| Mobile number mismatch | OTP goes to a different number or does not arrive at all | Medium (requires physical visit to update Aadhaar) |
| Name mismatch | Error says "Demographic data mismatch" or "Authentication failed" | Medium (may need Aadhaar correction) |
| UIDAI server outage | Error about "authentication service unavailable" or generic timeout | Easy (wait and retry) |
| Too many failed attempts | "Maximum attempts reached" error | Easy (wait 24 hours) |
| Using unofficial app/website | Unexpected errors, timeouts, or payment requests | Easy (switch to official app) |
| Browser issues | Page not loading, infinite spinner, OTP field not appearing | Easy (clear cache, switch browser) |
| Biometrics locked | "Biometric data locked" message during face or fingerprint auth | Easy (unlock via mAadhaar app) |
Step 1: Make Sure You Are Using the Official App or Website
This sounds obvious, but a significant percentage of failures come from people using fake DigiLocker apps or phishing websites.
Ensure you are using the official channels:
- Website: digilocker.gov.in
- Android app: Search "DigiLocker" on Google Play Store, published by National e-Governance Division (NeGD). The official app has over 100 million downloads.
- iOS app: Search "DigiLocker" on Apple App Store, published by NeGD
WARNING
Avoid third-party apps or websites that claim to offer DigiLocker services. They may time out during the Aadhaar authentication handshake, collect your Aadhaar data, or charge fees. The official DigiLocker service is completely free. If any app or website asks you to pay, it is a scam.
Step 2: Fix Aadhaar OTP Issues
The most common reason for verification failure is that the OTP is not arriving because your Aadhaar mobile number is outdated.
How to check: When you request the OTP during signup, the portal shows the last 4 digits of the registered number (e.g., "OTP sent to xxxxxx1234"). If those digits do not match your current phone number, the OTP is going to your old number.
How to fix:
- If the number is wrong or outdated, you must update it at an Aadhaar Seva Kendra (physical visit required, biometric verification needed). See our Aadhaar mobile update guide.
- If the number is correct but OTP still does not arrive:
- Check your phone's spam/blocked messages folder (Xiaomi, Samsung, and realme phones have aggressive SMS filters)
- Restart your phone to refresh SMS registration
- Delete old messages if inbox is full
- Wait 15 minutes before requesting another OTP (rapid requests cause rate-limiting)
- Follow our complete Aadhaar OTP troubleshooting guide for network checks, carrier issues, and more.
TIP
Use TOTP instead of SMS OTP. If SMS is unreliable, open the mAadhaar app, go to TOTP Generator, and use the 8-digit time-based code instead. DigiLocker accepts TOTP on most verification flows. TOTP works even when you have no mobile network.
Step 3: Fix "Demographic Data Mismatch" Error
This error occurs when the name, gender, or date of birth you provided to DigiLocker does not match your Aadhaar records exactly. This is the second most common failure after OTP issues.
Diagnosing the exact mismatch
- Download your e-Aadhaar from myaadhaar.uidai.gov.in and check the exact name, DOB, and gender printed on it.
- Compare character-by-character with what you entered in DigiLocker. Common mismatches:
| Mismatch Type | Example | What to Do |
|---|---|---|
| Initial vs full name | "R. Kumar" on Aadhaar, typed "Rajesh Kumar" | Enter exactly "R. Kumar" |
| Missing surname | "Priya" on Aadhaar, typed "Priya Sharma" | Enter only "Priya" |
| Spelling variation | "Subramaniam" on Aadhaar, typed "Subramanian" | Match Aadhaar spelling exactly |
| Old name after marriage | Maiden name on Aadhaar, typed married name | Use the name as printed on Aadhaar, or update Aadhaar first |
| Father's name included | "Rajesh S/O Ram Kumar" on Aadhaar, typed "Rajesh" | Enter the full string as shown |
| Middle name present/absent | "Anita Kumari Verma" on Aadhaar, typed "Anita Verma" | Include the middle name |
- If your Aadhaar has an actual error in the name or DOB, correct it at an Aadhaar Seva Kendra before attempting DigiLocker signup.
Step 4: Handle Temporary Lockouts
If you see "Maximum attempts reached" or "Too many requests":
- Wait at least 24 hours before trying again. The lockout is automatic and cannot be overridden by clearing cache or using a different device.
- Do not try from a different device or IP address. The lockout is tied to your Aadhaar number, not your device.
- After 24 hours, attempt signup again with the correct details. Get everything right before trying, because another failed batch will lock you out again.
Step 5: Fix Browser and App Issues
On the website:
- Clear browser cache and cookies specifically for digilocker.gov.in
- Try a different browser (Chrome, Firefox, or Edge). Avoid Safari for DigiLocker.
- Disable browser extensions that might interfere: ad blockers, privacy extensions, VPNs, and autofill extensions
- Try incognito/private mode for a completely clean session
- Check your internet connection. A slow or unstable connection can cause the Aadhaar authentication handshake to time out before the OTP is even sent.
On the app:
- Update to the latest version from the Play Store / App Store
- Clear app cache: Settings > Apps > DigiLocker > Clear Cache
- If the app keeps crashing, uninstall and reinstall it
- Ensure your phone's date and time are set to automatic (TOTP requires accurate time)
Step 6: Retry During Off-Peak Hours
UIDAI and DigiLocker servers handle millions of authentication requests daily. They frequently slow down or timeout during:
- Tax filing season (June-July)
- University admission season (May-August, when students need academic certificates)
- Government scheme enrollment drives
- Working hours (10 AM - 4 PM on weekdays)
Best times to try: early morning (6-8 AM), late evening (8-11 PM), or Sunday mornings.
Step 7: Complete Account Creation
Once all issues are resolved:
- Go to the official DigiLocker signup page.
- Enter your Aadhaar number exactly as printed on your card (12 digits, no spaces).
- Enter your name exactly as it appears on your Aadhaar (character-for-character).
- Request and enter the OTP (or use TOTP from mAadhaar).
- Set your DigiLocker username (this is permanent and cannot be changed later) and password.
- Your account is created and linked to your Aadhaar.

| Insurance Policies | IRDAI | Search > your insurer name |
| Property Documents | State Revenue | Availability varies by state |
You can also upload personal documents (up to 1 GB) like passport copies, utility bills, or bank statements that are not issued digitally.
Common Problems After Signup
| Problem | Solution |
|---|---|
| Cannot fetch driving licence | Your DL may not be digitized by your state's transport authority yet. Check with your RTO. States like Karnataka, Delhi, and Maharashtra have good coverage; smaller states may lag. |
| Document shows "Not available" | The issuing organization has not uploaded it to the DigiLocker ecosystem. Contact them directly. |
| DigiLocker app crashes on login | Update to the latest app version. If it persists, clear app data (Settings > Apps > DigiLocker > Clear Data) and re-login. |
| Forgot DigiLocker password | Use the "Forgot Password" option on the login page. You will need Aadhaar OTP to reset it. |
| Documents not showing after state portal integration | Some states release documents in batches. Wait 7-15 days and try fetching again. |
